The General Services Administration (GSA) IT Schedule 70 offers a comprehensive array of state-of-the-art IT products, services, and solutions. IT Schedule 70 is the largest procurement vehicle and the most widely-used acquisition offering in the federal government. The efficiencies associated with purchasing IT via the pre-existing, pre-competed IT Schedule 70 saves both time and money for government customers. The IT Schedule 70 is currently open for use by Federal, State, and Local government agencies. State and Local government agencies are able to purchase off of IT Schedule 70 by way of Cooperative Purchasing.

General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resources for Services (STARS) III

The General Services Administration (GSA) 8(a) Streamlined Technology Acquisition Resources for Services (STARS) III, a small business set-aside Governmentwide Acquisition Contract (GWAC) is a pre-competed, easy-to-use contract with streamlined ordering procedures which provides flexible access to customized information technology solutions from a large, diverse pool of 8(a) industry partners. With a $50 Billion program ceiling and a five-year base period with one three-year option, 8(a) STARS III allows for long-term planning of large-scale program requirements. 8(a) STARS III offers access to multiple types of task orders including fixed price, time and materials, labor hour, and blended task order types. 8(a) STARS III allows for directed (sole source) task orders of up to $4.5 Million, including options, for Federal Civilian and Department of Defense activities.

This Blanket Purchase Agreement (BPA) is issued as a Master Ordering Agreement (MOA) under the Electronic FAA Accelerated and Simplified Tasks (eFAST).

The MOA holder is qualified and eligible to participate in the procurement process for contract awards for the following Functional Areas:

Computer/Information Systems Development (CSD)
Computer Systems Support (CSS).

This Master Ordering Agreement (MOA) applies to “Electronic Federal Aviation Administration (FAA) Accelerated and Simplified Tasks” (eFAST) and is available for use by the FAA, and on a limited basis and when in the best interest of the Government, by all federal government agencies.

This MOA functions as a Blanket Purchase Agreement (BPA) to provide a broad range of technical, professional and support services.

MASTER ORDERING AGREEMENT
(a) eFAST is a set-aside for small businesses, Socially and Economically Disadvantaged Businesses (SEDB) 8(a), Service-Disabled Veteran Owned Small Businesses (SDVOSB), Women Owned Small Businesses (WOSB), Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), Historically Underutilized Business Zone (HUBZone) Small businesses, and 8(a) Indian Tribal Owned and Alaska Native Corporations (ANC).

(b) This MOA establishes fixed ceiling labor rates for use in contracts or task orders.

(2) MOA CEILING AMOUNT
The combined total ceiling amount for all MOAs under eFAST for the entire 20 year period of performance (2010-2029) is $7.4 billion. Individual contracts or task orders have no ceiling limits,
except as specified in AMS Policy, 3.6.1.3.5: Non-Competitive Awards to SDB [8(a)] Vendors.
